Tech Annoyances, today: No Vibrations

I never understood why the vibrator does not work on incoming calls if you have your Siemens S55 or previous model cell phone connected to the charger. If you don't use ringtones, like I do most of the times, the phone effectively falls into a useless full silence mode. Though it takes no more than three keystrokes to activate the "Old Phone.mid" melody, the non-vibration can be very annoying: missed calls are guaranteed if you forget to switch on ringtones when charing. Does anyone have an explanation for this "feature"?
