I've been in need of a WiFi hotspot when in France last weekend, so I simply checked out if there are any at railroad station. And voilà, the first thing you run into at Lille central station are inviting signs announcing WiFi services, including free station, timetable and city information plus "the entire web". Signal: loud and clear. DHCP response: quick. The station information service: useless. Of course, the "free" does not apply to the "entire web" portion of the message on the signs, but I was prepared to pay with my credit card. "Buy a session when not a French mobile network customer": showstopper. One happy camper less.
