When using Windows XP with a dualscreen setup (like I am doing), the taskbar gets shown on the primary screen only unless your graphics driver offers an option for extending it onto both screens. Mine doesn't, but there is UltraMon to the rescue. Beside various options for better multiscreen handling that I don't need, this small footprint tool gives you a taskbar on each screen and extra window buttons to swap apps between screens and to extend apps across the whole desktop. The taskbars either show all apps or only those app on their own screen (which I prefer).
MultiMon is a similar product. It couldn't convince me, though: the secondary taskbar does not release its screen real estate even when collapsed,has bloat buttons and visually does not match my desktop theme (I am using the Zune theme).
